Is this against the Adsense TOS?

Hi everyone, first time poster here. I too use adsense on my sites and always try to be very careful to not step on the boundries that would be considered black or grey hat uses... I just came across an ebook that to me is really not a good way to do things and I am wondering if this is allowed? Here is an excerpt...I can't believe google would be ok with it, it's basically just spamming blogs, I mean good lord talk about not adding content of any value... thanks for any input.

Don't know for sure, but you can have your adsense account on as many websites as you want...and as I see it, its no different then someone that uses frontpage or dreamweaver or something to build their website...Just my opinion...

Instant 3000 Backlinks = Instant Ban from google SERPS.
Google dosent like instant Backlinks , rather slowly links are good in their view.
