Duplicate Adwords Account Abuse

I know a adwords user who constantly creates adwords accounts then once the accounit is billed initially and the charge does not go thru, he then creates another account and does the same continously. This not only hurts advertisers but I think it also hurts Google. Who can I report this kind of activity to? brbr

Reporting it to Google might be a good start

I contacted them via email at adwords support and even by phone but they said they don't know what to do? Is there a certain person or email address or department to contact to resolve this kind of issue?
