A few that have already been mentioned, but also the free version of Image Forge. It's one of the handiest programs I've seen for doing some simple tasks quickly, like making animated gifs, in conjunction with a basic image-handler like Irfanview.

In windows i use Adobe Photoshop CS 2 and in linux i use The GIMP 2.

I use The GIMP for image creating/editing and Ifranview for resizing images and whatnot.

Paint

I voted for Paint Shop Pro because that is what I use for some things....however, for a lot of things I use just paint. I find paint is very simple to use if you are only doing small things, eg moving things about, but for complex things (for example lightsaber effects, I would recommend Paint Shop Pro).
