Shimmering reflection

Does anyone know of a free site where I can download (for free) software where I can add an image and give it a shimmering reflection as if it were above water?

If you don't want to learn it that much (it's an equivalent of Photoshop basically...), I'd be surprised if this particular effect weren't covered in some tutorials (there are links on their page). Or, if you can't find it, ask nicely on user help mailing lists/forums and somebody will help for sure.

if you end up using gimp....my site has gimp tutorials as well as photoshop ( in my sig)
