Adsense rejection with 'page type' error

hi I'm new in this forum , my name is yahya, I have been rejected by adsense several times with different registration email and url, the result i always receive rejection mail like below:

Thank you for your interest in Google AdSense. Unfortunately, after
reviewing your application, we're unable to accept you into Google
AdSense at this time.

We did not approve your application for the reasons listed below.

You should not apply the Google Adsense with old websites when already have Googel Adsense account.
