Can I customized my template in blogger.com and how can I upload new template design for my blog

you can edit your template.. go to template tabs and you can change the template design, color, fonts, and layout .. or you can create your own design and upload to your blog by editing the html ..

Leftybogs already said it...you can insert it on your template via the Edit HTML...

You can link to a style sheet on another website, and diddle the HTML, and even, if you want, mess with the widget language: see Blogger Help : Widget Tags for Layouts
