why i can't send pictures with russian text to my blog?

Have you tried using just plain Picasa. You shouldn't even need Hello anymore to post pictures to your blog. You actually don't need either. Blogger can upload photos right from the web interface now.

You can just go to Blogger.com and upload an image from the text box. There should be a little button right on there for you to press. Then, you can type like you type anything else.
