It seems from this that you have to send your idea upfront and open, but then how are you to protect the idea. What's to stop them simply saying "We were thinking along those lines anyway", or "keeping the proposal on record" until they release something similar?

Uhmm...what are you talking about? Only works in the sense of art/literature/music/computer programs are under copyright...So macgruder would have to make his own implementation of the idea for it to fall under copyright and even then it wouldn't interfere with anybody doinf their version...
Patent would work in some places with screwed patent rights...but in reality somebody like macgruder would be anyway sued into oblivion and/or buyed by some corporate entity...
macgruder, as for your initiall question: if you're determined in contacting Google and telling them about it, just think to which of their services it is applicable and go its help - there's always email/link for Google gropu regarding the service in which they want you to post such things (note: it might be applicable also to one of the projects form Google labs - but the same thing remains applicable to them)
