Need region(germany) wise directory list

Hi,
I want to get high rankings for few keywords in google.de,is there any other way rather than Directory and Article submissions,bcoz i have done those things but i didn't see any improvement in google.de so let me know new methods to acheive top rankings in google.de
and also how can i get oneway links from only germany directories

SEO experts,professionals tell us how we can get the germany directory list or if there is any other ways,methods to acheive top rankings in google.de .
your suggestions,opinions,ideas,views are most welcome.

Hmm..very particular.. any directory can do.. maybe try search for it..
