I heard that recently google search engine changed the robot system, so the web that has many anchor link was deleted forever....

Are you also aware about it?
How can you prevent this?

Google always updates its algorithm.

What do you mean by "so the web that has many anchor link was deleted forever...."? Did you mean backlinks to a site?

I saw alot of changes in April and I think that sites that have over done it on anchor text links could have beeen penalised.

anchor text will be deleted forever? you mean google will not recognize anymore your anchor text? don't think so....
