Rankings considered many factors, maybe the backlinks are related.

PR is equal to backlinks but it is not about the quantity but about the quality of site linking to you...there are a lot of factors for you to rank high in google...and it is not all about IBLs only...

Bro!

In our link building strategies we considered the quality of the site's... means the relevancy of a certain link that points to your site not just we get an Inbound link...

Only number does not count any more , 10 quality back link is much better than 100 back links from link farm . So you do not consider only number of back links But quality of it should be considered . The main important thing is the site in which you have incoming link to your site , second thing is anchored text ( Its better to have keyword in it ) , third is the text around anchored text ( beside it ) etc ....
