Link exchange and forum are the ways to gain backlinks.. but SEs has the way of updating backlinks that will consider as links relevant to your site..

Submit your site in directories, or put links in forum signatures, or in other words, links from other sites depending on your request.

Majority of bookmarking sites are on "nofollow" settings so you can't assure that you can get enough backlinks from them, but you can get much traffic from it.

Good point...

You really do need to be aware which sites use the "nofollow" attribute. If not, you could spend a lot of time and energy with very little in the way of results.
