Page rank does not help you get to the top of the search engines, but if your site is related to the search term then a related page with the highest page rank may be displayed but only if the page matches the search term to start with.

I have many websites in first place that have a very low PR and these website have only a handfull of back links 3 or 4 I think, I even have a website with a PR of 0 at posistion 5, as at the end of the day it comes down to the webpage and the website as a whole.

PR is not only scored by external links but also by your internal links to the page in question.

I have never SEO'd a website by using PR as a factor and porb never will.

PageRank Explained
PageRank relies on the uniquely democratic nature of the web by using its vast link structure as an indicator of an individual page's value. In essence, Google interprets a link from page A to page B as a vote, by page A, for page B. But, Google looks at considerably more than the sheer volume of votes, or links a page receives; for example, it also analyzes the page that casts the vote. Votes cast by pages that are themselves "important" weigh more heavily and help to make other pages "important." Using these and other factors, Google provides its views on pages' relative importance.

SERP needs a lot of backlinks,else Google PR needs not only many backlinks but also higher PR links.

YEap, as they've said, at some point PR and the position of your site on SE's are connected. Backlinks are big factors for PR and also it is a major plus on SE's if you have many high quality backlinks.
