i have to need the help for Google PR is Dependent in Search Engine Result

the answer is simply yes.. at some point...

SERPs are based from your backlinks,, much more weight if it is related and also regular updates of your site..

PR measures the quality of the site.. getting quality backlinks is the big factor in PR...

well as toinkz said it is based on SERPs and you should get quality backlinks in order to get a higher PR.

It is Based on the Number and Quality of links to you. Google link reporting continues to display just a SMALL fraction of your actual backlinks.

Impossible, PR is just a measurement of backlinks indexed by Google. There are sites with lower PR but higher in SERPs.
