Can one site be submitted more than once to search engines?

hi everyone,
i have got sites for seo that have already been submitted to google. but for seo, i need to resubmit from my own account so that i can submit sitemap as well as verify them to analyse crawl rates and errors. but i also heard somewhere that submitting site now and again can lead us to getting penalised.... is it true?

actually you don't have to submit your site to SEs coz they automatically crawl and index a site if you do some seo...

i don't think you have to...just improve your link popularity and you'll definitely be indexed by SEs...

I think if you submitted more frequently than once a month it could be considered spamming.
