No, Google puts the site in the highest position if the site is either:

- Trusted by Google
- Have the most optimized keywords (e.g. keywords in URL, title tags, preformatting tags)

PR is just what Saige said and in addition Google displays results on what
is the most relevant and most important depending on the keywords you
are searching for.

Normally Search engines like google changes there algorithm on how there SERP's appear and how they rank your page. I'm not sure if the search engines are displaying them according to page rank or alexa rank. Maybe yes or no!!!
