Try and get quality sites to exchange links with your site. PageRank is important. You won't find many sites links page has a high PageRank. However, Free Search Engine Optimization from Gifts2Celebrate.com is a quality link directory and has a PageRank of PR3, so why not request to exchange links today!

I disagree with this statement... Page Rank is not important anymore even in link exchange! linking with quality sites that is not related to your site is considered as normal links.. i prefer linking to sites without PR but related to my site and has high traffics..

Yup, a quality related links is a lot better!
In addition you may create article for someone and ask a link back to
you site. But it must be related!

Besides meta tags are useless now...

PageRank is not only the basis to rate a certain site. Quality links are those links that are related to a certain site...so relevancy matters (PR follows...)

sorry for making lost of the topic but i'am just making a point, for i believe.. having a quality link.. you must create a competitive keywords, and so to that .. it help your ranking if you include your keywords on your meta description... and again.. if your targeted keywords rank on the major SE also possible to get " QUALITY LINKS"

as everyone said.. meta tags ignore by google.. the only thing i know about the use of meta desc. is that sometimes google pick it as a description to a snippet result...
