look for sites that are relevant to yours and you think are helpful to those who visit your site.. that will surely generate traffic to your site.

I agree with fbuenanry, you have to look for the relevant site that re related to yours and submit it or link to them..

Search for those the are related with your site's theme
How about searching for related sites by typing these on search query:
"your main keyword phrase" + links
Suggest link +"your keyword(s)"
Suggest a link +"your keyword(s)"
Suggest site + "your keyword(s)"
Suggest a site + "your keyword(s)"
Suggest Website +"your keyword(s)"
Suggest a website +"your keyword(s)"

Yes, you need to search a site that is relevant to yours... of course the high PR is advisable.

joining forums is also one way to generate traffic.. and also some socialbookmarking.

Top Web Directory List - Directories Rated by Inbound Link Quality - ILQ

By authority, I mean sites that have established PR and usually link out to quality sites. Even if you pay to get reviewed, it doesnt mean you may end up in them. Just be sure your site is full of useful content on its subject and you list your site in the appropriate category.

Even doing link exchanges with other sites relevant with your own will help. Not as much as a 1 way link, but still builds trust to your site.
