i believe thats linking on related page / content with two related site owned by one person or just related site want to link each other.. this is meant to help users by pointing them to other sites that might be of interest to them or that might give them further information on a particular topic....

As far as I know Cross linking is one of link building technique to manipulate PR...
Like you have 5 sites with 5 pages each. You give a link to each and every page of the 5 sites from each of the site's page. In that way you gain a lot of links... |
