Yes, it really matters... SEs read the two keywords differently...

Anyway thanks for that, I find it very confusing every time i check my keywords in SERP...

is there a limitation or a number of characters allow when applying keywords on meta keywords? if there is how many characters are allowed?

Singular and Plural are common issues of keyword difference...
I believe that it has great effect in showing results after a keyword search..
