No .htaccess facilities to redirect, what to do??

because the internet provider will close down the utopia server.

they can not provide me with .htaccess facilities so I can not let google know that my content has moved permanently.

for google it looks like "sombody" (me) copied my content, so I do not get good ratings on my new site, and all links (around 10.000) are stil pointing to the old utopia server

What can I do to let google know that my site has permanently moved and that I am the original owner of the content
