link building question!

If you built 100 links from sites with PR6 but the sites were not relavant to your content would it have a positive or negative effect?

It depends,
What type of websites are they? News, Blogs, Info Sites, Sell Sites, Buy Sites, and or Adult sites.

I suggest staying away from Adult links if your site has nothing to do with the adult industry.

how fast you obtain these links?

If your website has an average monthly link increase of the same amount of links, it should have a positive effect on your site, relevant or not. However if your monthly average link increase is much lower and you all of a sudden build a massive link base in a short period of time with powerful PR sites then it could have some weird effects, such as; many links not getting registered, power of the links decrease, and many sometimes can have a negative effect on some rankings.

This is of course my theory, which i have tested on different sites and have proven it to myself. A steady increase of links with an array of different PR's has proven to be a fruitful link strategy.

If anyone else has tested this please let me know of your experiences.

non related links will still counted as backlinks,but it is better to get links on relevant site, because there is a possibilities to get a low rankings if site is linked to non related sites.

If you are trying to get SEO benefit using such irrelevant backlinks then IMO such backlinks will not help you much rather you may get good traffic if your links are high traffic sites

Doesn't the "quality" of the site also matter? Like, the ideal is to get a site that is in your market and also fairly popular to link to you...

With Yahoo and the DMOZ now removed from the revamped Google Webmaster guidelines and recent statements in Google groups and other forums by various Google employees. It seems the links from relevant on topic areas are going to be the most important factor.

I would say it depends.. most natural links are of irrelevant nature. Where someone blogging on a general blog points to their favorite movie site or astronomy picture of the day website.
