Won't really do anything, anymore (as pointed out in Lipine's link). I get hundreds of thousands of impressions on my websites from spiders crawling them, and I've never implimented that meta tag.

I hate how all the information is outdated on search engines when it comes to things like this, but people ignore the fact that it's just about putting keywords in your content, and not trying to trick the engines. SEO has stayed the same all these years if you've been doing it right from the start.

I just have it in the actual source code. Far easier... And robots.txt works (it has worked for me in the past) Unless if Google has changed what they are looking for? I doubt not...

No, Google won't stop looking at robots.txt files since that is a standard. No respectable robot would stop doing that unless they plan on getting flamed.

as far as for the tags it never hurts not in most cases any good.
I've added such a txt file (robots.txt) just to sutisfy the needs of alexa bot.
