two possibilities--
u've not get enough quality backlinks
and ur competitors do better than u
keep working on
just follow the rules is not enough

Ya some time has passed now and it is ranking quite well. #1 on yahoo #2 on MSN & #9 on Google. I will still keep working and backlinking.
