The best way to promote a blog is:

1. submit your blog to various free blog directories.
2. submit your blog to blog social networking sites (e.g.: blogcatalog.com)

Other ways are to join and comment related blogs to your blog topic.

content is the trump card when it comes to promoting blogs

As I see it would be spam if you have already that article on your website.

that's a good way to help u to build connection
