Unable to view toolbar after install using Windows 2000

I have used the toolbar before on this same machine, then after an update for one of my programs, it is now impossible to view the toolbar. Add-Remove shows it installed. When I remove it and reinstall it, I get a page that says that the toolbar has been install and a red curved arrow showing me where it should be. I have shut down TrendMIcro PC-cillian, Counterspy, SpySweeper and Zone Alarm Pro 6.0 and still no luck. I have allowed Active X and scripting. I have checked and unchecked where it says lock toolbars when you right click on a toolbar. I can see Google Toolbar showing in that same dialogue box so I have checked and unchecked that with no resolution. I have added www.google.com and http://toolbar.google.com to safe sites. I have also resized the toolbars in case it is hiding somewhere.

Any other troubleshooting suggestions. I am using Win 2K fully patched.I use Internet Explorer 6.x. I have scanned for virus's worms, rootkits, etc.

I guess the logical question would be: what program did you update, at the time the toolbar went missing?

You know, I usually go through most of my programs at the same time looking for updates, so to be honest, I can not say which one may have caused it. But I just now thought of something else, I have Microsoft updates available, but now I can not install them either. Is this a scripting problem or some other control this might be prevented from running due to a security issue?

Hehe. This is the reason I do updates one at a time.
Anyway, I'd worry about the Microsoft updates, first.

What I'd do, is uninstall the toolbar, reboot, and run a registry cleaner.
Then , I'd go to Windows Update and try, one at a time, any service pack/ critical updates, first. See if that goes anywhere.
