Funny issue with Goals

Hi

I've set up 2 goals to establish how many people are using one of our online appliactions. This application has many pages but uses a static url:
http://www.mysite.com/question/builder/builder.asp

GOAL 1: Seeks to establish how many people enter the application from a specific page and complete the goal by reaching a specific page.

This is the funnel:
http://www.mysite.com/question/builder/index.asp
http://www.mysite.com/question/builder/builder.asp
http://www.mysite.com/question/build...wagreement.asp
http://www.mysite.com/question/builder/letterasp.asp

Goal 2: seeks to identify the same goal but without the first one step:
http://www.mysite.com/question/builder/builder.asp
http://www.mysite.com/question/build...wagreement.asp
http://www.mysite.com/question/builder/letterasp.asp

Problem:
Even though the goals share the same steps, except for the first step in G1, the analytics are drastically different. According to Goal 1. 2000 reach the final step. According to Goal 2 only 250 reach it. I can understand why the percentage values would be different because they are based on the first step (the first step is different for both these goals) however the amount of people that get to the final step should be the same - right?

Would anyone be able to explain why these goal results are different?
