Question about Google analytics map overlay

Hi everyone,
It is probably a question about IP addresses and ISP. Since google tells visitors geo location by their IP addresses, which are assigned by their ISP's, I wonder if it is possible for visitors in one city getting IP addresses related to another City? If anyone could provide or point out information about how actually google map overlay works and how IP addresses are related to visitors geographical location, it would be very much appreciated.

Google tracks your IP, but the result about your city maybe the city that ISP is placed. For example, you live in nearest city of Houston city and the ISP you registered placed at Houston, Google assigns you as a Houston people.
