Professional Software-Coder-Programer Needed

Wow, it's been awhile since I've been to this forum! (love the new layout, props to whoever designed it!)

Anyways, I am basically in need of a Professional (as in you are good at what you do) software developer who knows how to build a program from scratch (or close to it). And yes there is money involved (that is why I am requesting a "professional").

Basically here is a gist:

I need someone to create a program as complex as Google Earth yet as user friendly as Blogger or Gmail (and no, the program will not resemble any of these Google products. I am just using them as an example).

Basically, the person I am representing needs this program/software built in order to service personal in his field who may not all be "tech savvy" but who need something that will not only help save them time and money but potentially lives as well (more details on this for those who contact me).

I am only looking for serious offers here, and I am shopping "round the net" in order to find serious programmers/etc. for this individual. (and I thought this would be a great place to find some)
