LOL!
It looks like a virus deciding on how you described it.
Normally only system files/processes don't allow deleting themselves.
What's that phpdev5 stands for anyway? I don't think it's a system process, so there is a high chance it's a virus. Have you tried logging in SAFE MODE? When Windows loading continuously press F8 LOL! If you know how to use msconfig, then you know about F8.

phpdev5 is a program you use for serverside coding. Ive managed to get rid of it with out going into safe mode. downloaded this program called cwshredder (brilliant by the way) and it did the job. I was told about that msconfig by a lovely lady from Dell support lol.

pain in the butt

what i did to remove phpdev5 was go to the windows services(windows key+R, then type services.msc) i found dev5_ap1, then i started the command prompt(windows key+R, then cmd) typed "sc delete dev5_ap1" and pressed enter. it said it was a success. after that i opened the task manager(ctrl+alt+del) went to proccess and found "mysqld-nt.exe" i know your thinking wait i don't want to end mysql, yes you do because it is running in the phpdev5 folder. once you do all that just go to c:/ and delete the phpdev5 folder, and you should be good. if not tell me what happend and maybe i can help you out. good luck!
