It needs to be there in html

The whole purpose is to have something there if all else fails in the display. Thus, if the website visitor has images disabled, the alt text will still display. If the website visitor has images AND css disabled, the alt text will still display. If the website visitor has images AND css AND javascript disabled, the alt text will still display. This is a very important issue, for accessibility, and for usability, by those web page visitors, who are disabled, or unsighted, and must use screen readers. For an insight into these sorts of issues, you may read WAI Resources on Introducing Web Accessibility

Alt Tags Positioning?

Using an alt tags is not easy as 1+1, you have to consider several aspects to become more Search Engine friendly and which are Keyword Density, Keyword Prominence and Keyword Proximity. Some of the websites got baned because of improperly using of alt tags. We are expert on that field, just visit the link below!

why would you put an alt tag in a css? we use alt tag to put keyword text to image so even doe viewers dont see those text spiders can read those text and help your page rank in SERP , i mean were using it for keyword density and prominence purposes if your going to call that alt tag using css what is the sense of using that tag?

Right raven1083...

The ALT attribute is designed to be an alternative text description for images. ALT text displays before the image is loaded (if it's loaded at all) in the major browsers and instead of the image in text-based browsers like Lynx. ALT is a required element for images and can only be used for image tags because its specific purpose is to describe images.

As a side point about CSS related to images...

...as you might remember, some folks DO post IMAGES in CSS! These, too, need some sort of alternative text handling. When an IMAGE background is used as a banner link, many forget to place an alternative text (in that case "title" for the <a>) to carry the weight when the image is not displayed...
