you can save as .php your .htm (.html). is will not hurt, it will just enabled applications or programs in php without destroying the forms design. e.g. in text box, if you put value="<?php echo 'qwe' ?>"> it will not be show if its save as .php

You could always scrap the idea of learning PHP and learn ASP.NET instead.

Download Visual Web Developer Express (which is FREE and created by microsoft) and use that to create asp.net pages. Its got a built SQL System so you can create Databases and by a click of a button you can view your work in the browser. This program makes it easy for you to learn server side coding, if your not sure just go to The Official Microsoft ASP.NET Site and have a look at the learning videos on there to see how much you can actually do.
