Compatibility between websites and MS Windows

Hello, There is a compatibility issue between websites and the international version of MS Windows. So some javascript operations can not be executed: adjusting a price percentage in a popup window seems impossible, as the numbers need to be changed into other "signs". It has also to do with geographical differences. Who knows about this issue ? grateful for every hint !

what international versions are you talking about? is it Windows itself or Internet Explorer? more details could be helpful.
