UR ALL NOOBS!!! lol j/k but seriously why hasn't anyone mentioned concrete 5? even government agencies are switching to it. CONCRETE 5 IS THE SHIZ. really simple to use. probably the easiest CMS I have ever seen. But if concrete 5 isn't an option i guess i would have to say wordpress because of the mass amounts of good plug-ins. joomla is aight and drupal is good if your a php wizard. And you can get a good result with dot net nuke but sometimes it acts funny especially with alt tags.
