[Help Needed] License Photo/Images

Do you know where can I acquired license for images/photo at relatively low cost?br

I intends to sell web design templates but i discover that the stock
photo that I used from photos.com are not allowing me for such
distribution. br
br
In fact, I discover that maybe even mid-size template seller like
BoxedArt is not using "legal" images as well. They use photos from
photos.com and resell the template to many users. I am not sure - maybe
they have alternative arrangement with photos.com?br
