There arent anything as the "best" hosting... regarding cheapeast there are many... you can try The-Source Wz Hosting

Best? There are good hosts - take a look and decide yourself.

Hostgator, bluehost, asmallorange, hostingmatters etc. are good. Take a look at them and decide yourself. Some of them oversell and some doesnt. Up to you to decide what you want.
