It doesn't look like it, at least at this stage of the Beta.
If you look at the application page, it includes this:

To be considered for the Yahoo! Publisher Network beta program, please enter your information below. Participants of the program must have a valid U.S. Social Security or Tax ID number, and web site content that is predominantly in English and targeted at a U.S. user base.

You get kicked out the program if your "user base" is largely non-American

It's a submit for approval. So, I don't think you'd get in, in the first place.
But it is a limited beta. I assume they'll open it up sometime in the future.

Some says thet It will Be launched in mid or end of 2006 But not sure

only to USA.Soon it will avaialable internationally.

Now YPN is in Beta.

So wait a little.

emm...it's already mid-2006 and YPN is still not out of BETA yet, pretty slow I would say.

I am from Malaysia. I don't think it will be in Malaysia for now in beta~

According to Yahoo's Publisher Network FAQ:

The Ad Page must be in English or Spanish and be consistent with the language of the Listings

but, on the sign up page, it says:

Participants of the program must have a valid U.S. Social Security or Tax ID number, and web site content that is predominantly in English and targeted at a U.S. user base.

So, eh, what is the point of the Spanish ads if only sites targeted at English and Americans are allowed?
