I use PSPad, which is a freeware text editor with syntax hilighting for a whole bunch of file types (html, php, xml, perl, prolog, ...).

Yes, stevewise really isn't the person to use illegal software.... *hint *hint.
I'm sure most people have in some way. If you're american and have downloaded music, it's illegal. I think it's not that bad (though still illegal) as long as you don't make (too much) money off of it.

That depends on legislation in your country. In Germany, you would.
BTW, IE and Notepad are far from being free. You should say Firefox and vim instead. And that would even satisfy the OPs needs: With vimscript, you can achieve that the current buffer is previewed in Firefox
