I do not have a paypal account, but it sounds like one of those spam emails "YOUR ENTITLED TO $50 INSTANTLY!!"

Sure sounds like it! This is real; however, I'm sure someone will try to scam people with it soon. The official settlement site, I believe, is only settlement4onlinepayments.com - don't believe any others.
