Well, in my opinion, the best free forum hosting would be phpBB, which is the one Google Community is hosted on. Its got lots of nifty features, though it might not be as good as the paid ones.
The members here once had a discussion about switching to another forum software. Maybe reading that could help a bit. Here's the link -

There's literally thousands of themes available, and modifications for just about everything.

Why not vBulletin? VB has been reported safer than phpBB in terms of security issues. Although...phpBB does have a larger amount of users and tons more templates.

well phpbb is free and vb isn't  unless you got ur self a stolen one or hacked one then you'll get busted by them and then wish you didn't do it LOL

ipb
and
vb
and I say vBulletin is the best

vBulletin is the best, if you have no budget you may consider phpbb-just remember to upgrade it regularly.

phpBB I thin is the most popular free forum and I've used it several times inthe past but it's nothing special in terms of features and pretty search engine unfriendly out of the box.
VBulletin is paid for forum and better I think or wowBB
simpleMachines is good too
