I just want to make sure before I do it. I know that it is not allowed to divert traffic from banned site. That is why, I was bit precausious.

That's no problem, man! You may create a link from the banned site to your new site. Just think again how much traffic

will lose if you're not linking your banned site (if it's famous enough)?
