I have heard a few people say that Google only recognises backlinks with a PR3 rank or above.

I have been trying to exchange links with sites that only have a PR3 rank or above - but does this mean that their links page has also got to be PR3?

I say: I have checked few sites under my administration with link:mywebsite.com in Google.
ALL the backlinks are under PR 3...

Absolute rubbish. Google and all search engines recognize all links that point to your site. However, link "weight" is what matters, and that is determined by the authority of the site giving out the link.

Be careful when dealing any back links. There's a penalty from Google if the backlinks aren't relevant with your website contents!
