I couldn't get onto Google Community today between about 2:30 and 4:30pm GMT....did anyone else have this problem? I kept getting timeouts. Confused

Same here. I got a lot of time-outs, 'can not connect's, and then it went away for a while, altogether.
There wasn't a particularly-large number of people online at the time, so I don't know what the deal was.
