Does anyone have experience with programs like this http://linksmanager.com ? I want to add some links but I need a good way to manage them. Could this hurt Google rankings?

This looks interesting. It would only hurt Google rankings AFAIK if you linked to a bad internet neighbourhood.

I personally haven't used this program or any similar program before, but as far as I know it's use shouldn't hurt your site's Google rankings. As mentioned above, site linking to bad neighbourhood hurts your site's rankings.
